Shawna Spowart emphasizes she offered to remain in her role as Police Chief to support the transition, but that plan was not accepted by the Cornwall Police Service Board. “I actually offered to stay,” Spowart said, adding she had agreed “to ensure a thoughtful transition.” She also pushed back on the assumption she left early, saying “that actually is not a reflection of what happened.” Board Chair Amanda Brisson confirmed the offer but said the board chose another approach. “It was very nice that Shawna offered to stay on until a replacement was found,” Brisson said. “But she had this time owed and we want her to have her retirement as she earned this.” Brisson did not elaborate further, citing employee privacy. At the last CPS board meeting, Brisson stated, “She is away on vacation until the end of her contract date and will continue to fulfill a few commitments as Vice President of the Association of Chiefs of Police. In her absence, Deputy Chief Maxwell will serve as acting chief until a new chief is hired.”
“We felt confident that the leadership team could handle everything,” Brisson said, noting recruitment is underway. Spowart’s contract runs until December 31.
