Cornwall welcomed a new Chief Administrative Officer in 2025, with Tim Mills stepping into the top administrative role in March. A longtime resident with leadership experience in both municipal government and education, Mills set out to bring a steady, collaborative approach to City Hall. “I know a lot of things, but there are certainly some intricacies I need to understand,” Mills said, referencing his early meetings with city staff, council, and residents to get up to speed.
His first priorities included enhancing core services like road maintenance, waste management, and recreation. He also emphasized the need to support economic development and improve staff morale. “I plan to be out visiting workplaces during the day and at community events in the evening,” he noted, stressing the importance of visible, engaged leadership. Mills highlighted professional development, mental wellness, and succession planning as essential to retaining top talent and maintaining a motivated workforce. On the financial front, he took a pragmatic stance: “We have to line up our priorities with what’s affordable,” he said, acknowledging the growing pressures around infrastructure and taxation. While the challenges ahead are significant, Mills called his appointment as CAO an honour. He pledged to work closely with staff, council, and the community to support Cornwall’s growth. He succeeded Mathieu Fleury, who departed the role in October 2024.
