Tensions remain high over staffing changes at Glen Stor Dun Lodge, with the City of Cornwall and CUPE Local 1792 offering conflicting perspectives on whether jobs at the long-term care facility are at risk.
In a statement issued October 28, the City clarified that “there are currently no job reductions occurring or threatened” at the Lodge. It emphasized that Cornwall continues to hire at the facility and that residents are receiving 4.1 hours of direct care daily, and exceeding the Ministry of Long-Term Care’s requirement of four hours.
The City said a 2023 Service Delivery Review resulted in staffing recommendations that aim to realign resources for consistent, around-the-clock care. According to the City, the number of full-time positions at Glen Stor Dun Lodge is projected to increase from 111 in 2023 to 134 in 2026, with the majority of added roles in front-line clinical care. The City also reports an additional 39,000 hours of part-time staffing across nursing and resident support roles.
However, Adam Bergeron, Vice-President of Canadian Union of Public Employees Local 1792, representing workers at the Lodge, said the union remains concerned about job security. “We appreciate the City’s statement, but let’s be clear: we wouldn’t be here today if job cuts weren’t on the table,” Bergeron said.
According to CUPE, proposed shift schedules show reductions in both full-time and part-time positions, including roles currently held by active employees. Bergeron added that it took repeated union rallies and months of delay before the City agreed to meaningful consultation. “Only today… have they finally agreed to consult with us on these schedule changes,” he said.
The union is calling for transparency and a stronger voice for workers in decisions that affect their livelihoods and the quality of resident care. “We’re hopeful that genuine consultation will address both,” said Bergeron.
As negotiations move forward, both sides appear committed to ensuring continued care for residents, but the road to consensus on staffing remains uncertain.
