South Stormont has announced a change in senior leadership, naming David Barrick as the municipality’s next Chief Administrative Officer (CAO), effective January 1, 2026. To support the transition, Barrick will serve as Deputy CAO beginning November 3, working closely with current CAO Debi Lucas, who retires December 31 after seven years of service.
Barrick brings experience from both elected office and municipal administration, having previously served as CAO for Brampton and Thames Centre, as well as interim CAO at a major Ontario conservation authority. His appointment follows a competitive executive search by Legacy Search Partners.
“We are delighted to welcome David Barrick,” said Mayor Bryan McGillis. “His track record in administrative leadership and governance will benefit our fast-growing community.”
With family roots in the region, Barrick shared, “This feels like returning to my roots. I’m excited to contribute to South Stormont’s continued growth and success.”
Council and staff expressed their gratitude to Debi Lucas for her impactful leadership, particularly her role in modernizing services and advancing key projects during her tenure.
