Cornwall Police Service Board Chair, Amanda Brisson, is pleased to announce the appointment of Chad Maxwell as the new Deputy Chief of the Cornwall Police Service (CPS).
“Mr. Maxwell has been our Acting Deputy Chief since March 2025, and during this time, he has demonstrated his skills, upheld our shared values and worked diligently to make a positive impact in our community,” said Brisson. “We look forward to our continued partnership with Deputy Chief Maxwell.”
The appointment is effective Dec. 4, 2025, when he will be officially sworn in at the next CPS Board meeting.
“I am deeply honoured to be appointed as the Cornwall Police Service’s Deputy Chief – I am grateful for the trust placed in me and committed to leading with integrity, transparency and a steadfast dedication to the safety and well-being of our community,” said Deputy Chief Maxwell. “I want to extend my heartfelt thanks to the dedicated men and women – both sworn and civilian professionals – who serve our community with dedication, integrity and compassion every day.”
Deputy Chief Maxwell is currently in his 22nd year of service, having joined the CPS in 2004.
“Having grown up within the CPS, I have had the privilege of learning from many outstanding leaders, mentors and colleagues who helped shape not only my career, but also my understanding of what true public service means,” said Deputy Chief Maxwell.
First assigned to the Community Patrol Division, he distinguished himself as both a dependable and hard-working bilingual patrol officer. He was a designated Scenes of Crime, Traffic Investigator and Coach Officer, where he successfully trained and instructed several CPS recruits.
Between 2009 and 2011, Deputy Chief Maxwell worked out of the Criminal Investigations Division as a Detective in General Investigations and high-profile cases within the Major Crime office. In 2013, he was promoted to the rank of Sergeant, where he led several Community Patrol Division teams.
In 2015, the Ontario Police College designated Maxwell as an Adult Educator and Facilitator. Over the years, he has delivered several courses in the field of Investigative Interviewing and Interrogation Techniques as well as presentations in Human Trafficking, Cannabis Legalization, Cognitive Interviewing and Statement Admissibility. In 2017, he became the Detective Sergeant in charge of the Criminal Investigations, Sexual Assault & Child Abuse units. In July 2018, Deputy Chief Maxwell was promoted to the rank of Staff Sergeant, where he oversaw the Community Patrol Division and Traffic Unit.
In 2019, Deputy Chief Maxwell was promoted to the rank of Inspector and took carriage of Field Operations, which includes the Community Patrol Division, Criminal Investigations Division, Crime Reduction & Community Partnerships Division and Court Bureau. He is committed to crime reduction and community safety having led the CPS’ modernization projects, directed sworn officer deployment and led high risk strategic enforcement activities. Deputy Chief Maxwell has guided major departmental transitions and led crime-reduction programs that have been grounded in community collaboration.
“This organization has been my professional home for many years, and I am proud to continue serving alongside the very people who inspired me from the beginning,” said Deputy Chief Maxwell. “I look forward to supporting our members, enhancing collaboration across all divisions, and continuing to build on the strong foundation of excellence, accountability, and community partnership that defines the Cornwall Police Service.”
Deputy Chief Maxwell is well known within the City of Cornwall and Eastern Ontario policing community, having long represented the CPS on a variety of internal and external committees and task forces with a cross section of community partners. Deputy Chief Maxwell is a past director with the Cornwall Police Association and past president with the Cornwall Senior Officer’s Association. He currently serves as the chair of the Board of Directors for the SD&G Boys and Girls Club, chair of the Board of Directors for Koala Place Child and Youth Advocacy Centre and is a volunteer coach with Cornwall Minor Baseball.
Deputy Chief Maxwell is a graduate of the International Association of Police Chiefs (IACP) Leadership in Police Organizations Program and Canadian Police College (CPC) Executive Development in Policing Program.
