Stormont-Dundas-Glengarry united counties will not be implementing development charges anytime soon.
At their most recent meeting, council members deferred a decision on the issue.
“To be discussing development charges at this time is a little bit tone deaf, considering what we’re going through in Canada,” said North Glengarry Township Mayor Jamie MacDonald, adding that to contemplate additional fees would indicate that “we are not listening to what is happening” in the world.
Suggesting the matter be deferred until the new council is elected in October, MacDonald said charges could be considered “when things get better.” North Dundas Deputy Mayor Theresa Bergeron concurred that development fees would only hinder efforts to build more housing.
They were reacting to a report by Director of planning and economic development services Peter Young, who related that based on a draft study, there are approximately $28.6 million in new gross capital costs anticipated over the next 10 years, and approximately $16 million of those costs could be recovered through development charges. To recover the anticipated $16 million in expenditures, the preliminary recommendation includes a development charge of $6,258 for single detached dwellings.
Since 2022, SDG Counties has been studying the introduction of development charges (DC).
Young noted, “Recently several local municipalities have made or are considering adjustments to their development charges and the Provincial and Federal Governments have been discouraging residential development charges to improve affordability of new homes, along with other related measures.”
