The Ontario Sunshine List, formally known as the Public Sector Salary Disclosure, detailing public-sector employees who earned $100,000 or more in 2025, includes a wide range of earners across healthcare, education, municipal government, and public agencies in SDG.
Ontario Court of Justice judges Julie Bourgeois, Deborah Kinsella, and Diane Lahaie each earned $425,941.58, followed by Judge Isabel Blanchard at $375,224.05 and Crown Attorney Jennifer Burke at $357,946.30. Assistant Crown Attorneys Jason Pilon and Andre White also ranked among the top earners, reporting salaries of $328,247.78 and $326,507.68, respectively.
Among healthcare professionals, Ryan Hartley, physician at the Seaway Valley Community Health Centre, earned $401,414.40, while Dr. Paul Roumeliotis, Medical Officer of Health and CEO of the Eastern Ontario Health Unit, reported $393,472.40. Other high earners included Dr. Pierre Bergeron, physician at the Centre de santé communautaire de l’Estrie, who earned $376,820.46, and Dr. George Rabbat, physician at the same organization, who earned $366,191.65. Hospital executives also ranked among the top earners, including Jeanette Despatie, President and CEO of Cornwall Community Hospital, at $374,033.91, and Charles Boland, CEO of Winchester District Memorial Hospital, at $337,215.74.
Education leaders also ranked among the top earners, including Lyne Racine of the Conseil scolaire de district catholique de l’Est ontarien at $343,925.98 and Christian-Charle Bouchard of the Conseil des écoles publiques de l’Est de l’Ontario at $332,354.72.
At the municipal level, Cornwall’s senior administration featured prominently. Chief Administrative Officer Tim Mills earned $190,416.12 after starting the role on February 24, 2025, placing his estimated full-year salary closer to $229,000. Former CAO Mathieu Rochon Fleury appeared on the list with $229,464.90 despite not working for the City in 2025. Other top municipal earners included Wayne Meagher, Director of Legal and Legislative Services ($205,643.62), Tracey Bailey, General Manager of Financial Services ($199,511.90), and Michael Fawthrop, General Manager of Infrastructure and Municipal Works ($180,965.40). Deputy CAO and Fire Chief Matthew Stephenson earned $180,827.50, while Human Services GM Melissa Morgan Dobson earned $174,586.31.
OPP SDG Detachment Commander Mark Hemmerick was the highest paid at $230,820.08. Salaries within the Cornwall Police Service were led by Deptuty Chief Vincent Foy at $228,550.40, followed by Chief Shawna Spowart at $215,518.87. Detective Constable Matthew Dupuis earned $198,646.76, while Deputy Chief Chad Maxwell reported $193,182.68. Staff Sergeant Patrick Depratto rounded out the top five at $182,835.51. Chief of Paramedic Services Bill Lister earned $173,191.39. Deputy Fire Chiefs John Powers and James McDonald reported salaries of $169,071.26 and $167,783.88, respectively, while Chief of Paramedic Operations Jeffrey Lauzon earned $155,311.68.
SDG and municipal leadership
Within SDG Counties, senior administrative roles dominated top pay. Alison Tutak, Senior Policy Advisor, was the highest listed at $239,715.46. CAO Maureen Adams earned $222,663.77 ahead of her planned retirement in May 2026. Stéphane P. Parisien, serving as General Director, earned $200,425.94. Other municipal leaders included former North Glengarry CAO Sarah Huskinson ($198,418.29), South Stormont CAO Debi Lucas ($177,929.54), South Glengarry CAO Jamie Fawthrop ($167,126.73), former North Stormont CAO Craig Calder ($161,432.80), and South Dundas CAO Benjamin De Haan ($132,379.27). Additional senior officials on the list included Michel St-Onge, SDG Counties Director of IT ($172,495.19), Rebecca Russell, Director of Financial Services and Treasurer for SDG Counties ($171,208.31), Calvin Pol, Director of Development Services for North Dundas ($144,604.70),
Health care sector
Healthcare remains one of the most represented sectors on the Sunshine List. At Cornwall Community Hospital, several senior staff and nurses exceeded $200,000, including Sithara Parijatham ($238,504.54), Karin Hagen ($222,677.32), and Kelly Shaw ($213,686.29). At Glengarry Memorial Hospital, CEO Robert Alldred-Hughes earned $245,426.52, while registered nurse Dularie Bhagwandin reported $219,072.23. Additional leadership salaries were also recorded at the Eastern Ontario Health Unit, where multiple senior managers earned approximately $183,000.
Education sector
At the Upper Canada District School Board, Director Ron Ferguson earned $309,084.60, with senior administrators generally ranging from about $190,000 to $266,000, including Chief Business Officer Jeremy Hobbs ($265,784.57) and CDSCEO Superintendent and Treasurer Martin Lavigne ($257,159.31). Principals generally earned between $155,000 and $185,000, while most teachers on the list earned $143,000 or less.
Similar ranges were seen at the Catholic District School Board of Eastern Ontario, where Director Laurie Corrigan earned $185,538.60 and superintendents were clustered around $185,000 to $199,000. French-language boards also reported comparable figures, with multiple superintendents earning over $220,000.
At St. Lawrence College, President and CEO Glenn Vollebregt earned $338,170.39, representing campuses in Cornwall, Brockville, and Kingston. While the highest-paid position based at the Cornwall campus was Jennifer Haley, Dean Interdisciplinary Studies and Pathways at $179,005.91.
Provincially, local MPP and Minister Nolan Quinn reported $213,939.76, while Premier Doug Ford earned $269,567.49.
Several agencies and non-profits funded through public dollars also appeared on the list. Hollee Kew, CEO of the St. Lawrence Parks Commission, earned $268,073.62, while Rachel Daigneault, Executive Director of the Children’s Aid Society of SDG, reported $229,044.29. Other senior staff at these organizations also appeared, including Al Adibi, Chief Financial Officer of the St. Lawrence Parks Commission ($183,500.23), and Angela Arcuri, Director of Corporate Services at the Children’s Aid Society of SDG ($172,193.11). Executive directors from local organizations were also listed, including Erin Killoran of the Seaway Valley Community Health Centre ($152,981.50), Martha Rochon of the Eastern Ontario Training Board ($109,200.00), Chantal Prieur of Victim Services of SDG&A ($109,186.77), and Debbie Fortier of Maison Baldwin House ($109,066.58).
