If the Mayor and Council are serious about mitigating the impact of a projected 6% annual tax increase over the next decade, it’s time to start putting forward concrete ideas and not simply accepting figures presented by Administration. One approach worth considering is revenue-based budgeting. The concept is straightforward: instead of Administration determining how much money is required, using strong mayor powers, the Mayor determines how much taxpayers can reasonably afford and directs Administration to build a budget within those limits. In practical terms, it means setting a firm financial boundary and expecting departments to prioritize, find efficiencies, and make difficult but necessary choices. That is the essence of fiscal leadership. It’s time for the Mayor and Council to take a more active role in shaping the budget, rather than accepting it. Taxpayers deserve to know that their elected officials, not Administration, are ultimately in control of spending decisions. Mark A. MacDonald, Cornwall
